Education Reform Leads to More Transparency, Merit Pay and Open Enrollment Study

The Missouri General Assembly has passed one of the most significant education reforms in years. The last major reforms, not including the 2005 formula, was the mistake known as SB380 in 1993.

SB291 adds new levels of transparency, study of the governance of the troubled Kansas City School District, a study of open enrollment for public schools and teacher merit pay. These items were hard fought with the last two getting particular opposition from the educrats and unions.

The final passage of SB291 took a lot of hard work and had its ups and downs. The long-term impact on education will prove that the bumps in the road were worth it.
