This policy primer illustrates why our state has a problem with spending not with incoming revenue, and gives you an indication as to what kind of budget situation our legislators will be dealing with come January 2010.

Last week we learned that the state will again withhold tax return refunds because the state’s checking account has dried up. State Sen. Jeff Colyer and Kansas Revenue Secretary Joan Wagnon will discuss this situation at an Emergency Town Hall meeting tomorrow night in Olathe.
