Today the Pennsylvania Senate passed HB 1950, the Marcellus Shale Tax Bill, with a vote of 31-19. An involuntary financial assessment, by any name, is a tax. Call it what they like, but the proposed ‘impact fee’ coming from proponents in the House and Senate is nothing short of a new tax. Regardless of the proposed usage of the new revenue stream, or for what nice sounding purposes it is promoted, the fact remains this is a new tax. Whether the proposed fee is for $25,000 per well per year, or for $50,000 per well, as sought by some Legislators, the result is the same. A promise is a promise. If Governor Corbett signs off on this “impact fee” it boils down to a new tax, and a broken promise to the taxpayers.
